OBJECTIVE #1
Create an urban conservation district which will encourage commercial or
professional development as appropriate, which will blend into the neighborhood.
ACTION TO BE TAKEN:
Identify and promote
different areas for targeted uses
LOWER WILLOW STREET
- Coordinate with committee working
on planning proposal
- Eliminate subsidized/low income
housing
- Seek secure parking
- Create a gateway to the
residential area of the neighborhood, Including:
- antiques market
- copying service
- bakery
- florist
- computer services
- dry cleaner
- other non-congregating commercial
businesses
PROSPECT STREET
- Condemn/remove/restore dilapidated
properties
- Encourage B&B, restaurant in
Rose Hill
- Seek opportunities to create
parking
- encourage office/professional
space in specific buildings
- Promote educational uses,
including:
- encouragement of expansion
of UConn to four years
- possible graduate and post
graduate research center
- satellite programs/classes from
other universities
- use YWCA as supporting facility
for UConn
- tie Salvation Army building (Grove
Street) into educational facility
GROVE STREET
- Provide parking for Hayden Park
- Reduce housing density
- Seek opportunities for parking for
44 Willow Street
- Promote office/professional uses
- No further social services/elderly
housing/institutional care
NORTH OF GROVE
- Re-utilize existing structures as
mixed use, residential, home business
- Discourage development,
sub-division, expansion or strict commercial use
- encourage artisans-designate
section between Grove and Hillside (from Cooke to Willow) as arts district, use tax
incentives.
NORTH OF HILLSIDE
- Encourage B&B that maintains
architectural and historic integrity

OBJECTIVE #2
Integrate economic development planning with the plan for the Central Business
District
ACTIONS TO BE TAKEN:
- Meet with appropriate agencies
- Establish Liaison between NRZ and
Planning Commission
- Ensure that NRZ is integrated into
City Plan
